SCO Is A Government Operation, Not A Private Telecom

The Special Communications Organization was established in 1976 under Pakistan's Ministry of Information Technology & Telecommunication, and runs telecom infrastructure across Azad Jammu & Kashmir and Gilgit-Baltistan through the Pakistan Army's Signal Corps — regions where private operators historically found the terrain and population density too difficult to serve commercially. It brands its consumer mobile service as SCOM. Looking up a number that isn't yours, without the CNIC holder's authorization, is an offence under Section 16 of the Prevention of Electronic Crimes Act 2016, regardless of which network the number belongs to. The narrow legitimate exceptions remain the same across every operator: the CNIC holder themselves, a legal guardian for a minor's connection, or investigators acting through NCCIA or PTA under a formal complaint. If you need to check a SCOM number that isn't registered to you, a formal complaint through PTA or NCCIA is the correct route — not a third-party lookup site, which almost never has any real connection to SCO's or PTA's actual systems.
